Applegate, Major: The late father of Hurd and Adelia Applegate. The major was an eccentric old officer who had earned millions through bold and lucky stock speculation. He was the first owner of the Tower Mansion, and the castle was a major event when it was built. In its time, it hosted many parties and festivities. However, the major’s family line scattered, and only his children, Hurd and Adelia — who were still children when the major died — remained in the Tower Mansion. While the house is being restored, the son discovers an old, secret workspace that belonged to the major. There, he and the Hardy boys find a treasure map from Granite Reef, as well as a receipt showing that the major sold the island when he was on the brink of bankruptcy. The island does indeed hold a treasure, which is found by an expedition Hurd Applegate sends to the island. 01 OT / 01 RT
Ayres: A revised version of Yates. The man who calls himself Bill Jones is injured by a hand grenade as he tries to escape by boat from Felix Snattman’s gang. The Hardy boys and their friends rescue him and place him in the care of farmer Kane. However, the gang captures him again and holds him prisoner aboard a boat belonging to their accomplice, Captain Foster. It is eventually revealed that he is a double agent working for the Coast Guard in an effort to expose Snattman’s smuggling operation. 02 RT
Bates, Sam: A heavyset, broad-shouldered man who works as a truck driver. He has a very drawn-out way of speaking that annoys the Hardy boys, but eventually reveals that he saw Fenton Hardy on the same day the private detective suddenly disappeared from town. Billers, Lem:A thin farmer who, according to Chet Morton, is "the laziest man in nine counties". He falls victim to one of Chet's pranks, which nearly leads to Billers being arrested by Con Riley. 01 OT
Blake, Ken: A boy of about 14 years old, tall and thin, who has a summer job at the Elekton factory near the old Turner Mill. The ones who give him orders at work are Mr. Markel and Mr. Docker, making him an unwitting pawn in their counterfeit scheme. He provides valuable information to the Hardy boys about what he knows and even stays with them for a time because they fear what the gang might do to him if they find out what he’s said. 03 RT
Blount, Redhead: Ganny Snackley’s second-in-command, who is overpowered by Frank at Polucca’s place. He is large and strong—a real bruiser type. 02 OT
Blum, Paul: Original Text:A large, heavyset man with a ruddy face and red hair. He gets a ride with the boys on their boat back from Barmet, claiming he’s in a hurry to make it to his own wedding—which, he says, his friends are trying to stop. When the boys become suspicious of him, he pulls a gun on them and threatens them into continuing their journey. However, the boys manage to overpower him, and once they arrive in Bayport, he is arrested by the police, suspected of counterfeiting. Not long afterward, he escapes from prison and runs off with "The Sleuth". With the help of Tony Prito and "Napoli," the boys capture him once again. Revised Text: A saboteur working to destroy the new Elekton factory near Bayport. This is just one of many factories across the country that have recently been targeted by sabotage. To get inside the factory, he collaborates with two counterfeiters, Mr. Markel and Mr. Docker, who have managed to secure jobs there. He also has an insider, Jordan, working within the factory. When he goes to pay the counterfeiters the final amount he owes them for their work, he is caught by the Hardy Boys and the police. 03 OT / 03 RT
Brown, Chief: An officer in the Coast Guard. He brings several of the Hardy boys’ friends with him when he apprehends Ali Singh out on the Barmet Bay. 02 RT

Burgess: The true leader of the counterfeiting gang that has flooded the northeastern U.S. coast with counterfeit bills. He runs a business in New York and occasionally meets Markel at the Bayport train station to receive the counterfeit bills. 03 OT

Caine, William: The manager of the pier and boat fueling station at the Northport harbor. He has a sharp, ruddy face and messy black hair. He owns the Black Cat, which he has rented out to the bank robbing gang of Ben and Fritz Stark. 04 RT
Chang, Li: A smuggler who brings goods from the East to the Atlantic coast for Ganny Snackley. He has been wanted by the police for several years. He is small and withered, with a sinister face. He surrenders without a fight when he learns that the police have captured Snackley and his gang. 02 OT
Charlie: A mechanic in Bayport who repairs the Sleuth for Frank and Joe. 04 RT
Daley, Lieutenant: An investigator at the Bayport Police Department. He interrogates Hank Sutton when the latter regains consciousness at the hospital, after being knocked out by Pops. 04 RT
Darst: One of the police officers who storms Polucca’s place to overpower Ganny Snackley and his gang. 02 OT
Dock, Uncle: An older man who might appear friendly at first glance. He doesn’t wear glasses but has bushy eyebrows that are cold and sharp, along with a white mustache. He assists Markel in the production of counterfeit bills. He pretends to be Lester’s uncle, but in reality, he is simply a criminal who adopts him from an orphanage to raise him to help with various illegal activities. He is eventually sentenced to many years in prison. 03 OT
Docker, Mr.: Mr. Markel’s brother and colleague at the Elekton security detail, where he works in maintenance. In reality, he is a fraudster known as "The Arrow," who has evaded the police on several previous occasions. Now, he and his brother run a counterfeiting operation from the old Turner Mill, which they have access to through their jobs. A third member of their gang, Victor Peters, distributes the counterfeit bills. Additionally, they make extra money by granting Paul Blum, an entirely different criminal with a separate motive, access to the Elekton factory. 03 RT
Duke, Mr.: A member of Ben and Fritz Stark’s gang, who, along with Ben Stark and Mr. Moran, overpowers the Hardy boys inside Mr. French’s store. However, he is eventually overpowered by the boys when he’s left behind to guard them in Shantytown, and is handed over to the police. 04 RT
Evans, Mr.: The head of a paper manufacturer in Bridgeport. 03 RT
Foster, Captain: A friend of Ali Singh; a ship captain to whom Felix Snattman plans to hand over Fenton Hardy and his sons—ensuring they will never return home. He is already holding the captive Ayres in his custody. 02 RT
French, Mr.: The owner of a costume shop in downtown Bayport. He is forced by Ben and Fritz Stark’s gang to let them use his shop as a meeting place—otherwise, his family will suffer the consequences. When he threatens to go to the police, they knock him out and hold him captive on Hermit Island, where he is eventually rescued by the Hardy boys. 04 RT
Glaser, Nick Fritz Stark's accomplice. The two discover Joe and Jerry Gilroy near Hermit Island and capture them. However, when the police arrive, Joe and Jerry are freed, and Nick is quickly overpowered. 04 RT
Greek, Nick the: A fruit vendor who’s a good friend to all the boys. 04 OT
Halley, Mike: A railroad worker outside Bayport. He once worked with 'Red' Jackley and provides the Hardy boys with valuable information about the criminal, which ultimately leads them to the treasure stolen from the Tower Mansion. 01 RT
Harrity, Ike: A shy and reserved old man who works as a ticket clerk at the steamship office in Bayport. He has been behind the ticket window for as long as anyone in Bayport can remember. He is assaulted and threatened with a revolver by 'Red' Jackley, who attempts to steal the ticket money. However, Jackley panics and flees when a passenger enters the room. 01 OT / 01 RT
Hawkins, Red: One of Baldy Turk’s accomplices, who is keeping Biff and Chet captive on Blacksnake Island. 04 OT
Hobo Johnny: A malicious man who comes across the Hardy boys and locks them inside an old water tower after they have found the treasure stolen by 'Red' Jackley. He intends to keep them locked up for several days while he takes the treasure for himself, but the boys manage to escape while he is out on an errand. 01 RT
Jackley, John 'Red': A well-known criminal and an old acquaintance of the police. He goes by the nickname 'Red' Jackley due to his fondness for red wigs. The man was once employed by the railroad near Bayport. He is on the loose in New York when he steals a set of red wigs from Harold Morley. He then travels to Bayport, where he crashes his car after nearly running over the Hardy boys. He subsequently steals Chet Morton’s car and attempts to rob the steamship office. When that fails, he later breaks into the Tower Mansion. Jackley hides the stolen goods in the old water tower outside town before returning to New York. There, he becomes involved in a new jewel theft and is pursued by both the police and Fenton Hardy. He still manages to escape to New Jersey, where a railroad detective spots him. After a wild chase, Jackley steals a motorized rail cart, derails, and is left critically injured. Just before dying from his injuries, Jackley tells Fenton Hardy that he hid the tower treasure in “the old tower” — which turns out to be the old water tower. 01 OT / 01 RT

Kane, Bill: A farmer who lives on a farm near the Barmet Bay and is married to Mabel. He takes in Jones after the Hardy boys arrive carrying him, having rescued the man from being shot. When Ganny Snackley’s gang (Felix Snattman’s, in the revised text) breaks into the farmhouse to abduct Jones, Kane and his wife are tied up and bound to a chair. 02 OT / 02 RT

Klein: A dark-complexioned man who is part of Ganny Snackley’s (Felix Snattman’s, in the revised edition) smuggling gang. He is small and thin, with close-cropped hair and a heavy beard. He moves into the house on the cliff with two others to make the boys believe there’s nothing suspicious about the place. He claims they found Fenton Hardy’s hat on the road a couple of kilometers from the house, as a way to explain why the detective’s hat is hanging in their home. 02 OT / 02 RT
Kurt: Around 50 years old, with a dirty gray beard, glasses, hairy forearms, and dark eyebrows. He assists Markel in the production of counterfeit bills and dreams of traveling the world with the money he makes. He is eventually sentenced to many years in prison. 03 OT
Lester: A 15-year-old boy with light, curly hair who bears a resemblance to Joe. He lives with the counterfeiters in the old Turner Mill and appears to be quite unhappy. He almost drowns when he falls into the river but is rescued by Joe. He is from Washington, where he lived with Uncle Dock—who has cared for him since his father passed away a year ago, though Dock is not actually his uncle. 03 OT
Lou: One of Alf Lundborg’s friends who lives in Shantytown. 04 RT
Lundborg, Alf: A friendly man who steps in when Hank Sutton attacks Frank and Joe in Shantytown. Though the two men dislike each other, Lundborg is an honest fellow. Sutton plants stolen goods among Alf’s belongings and accuses him of theft, but thanks to the Hardy boys’ testimony, Lundborg is cleared by the police. 04 RT
MacBane: The janitor at the boys’ school. A cantankerous man who speaks in thick street slang when he gets angry. 03 OT
Malloy: One of the smugglers in Ganny Snackley’s gang (Felix Snattman’s, in the revised edition),who is assigned to watch over Fenton Hardy and his sons when they are captured by the smugglers. However, he falls asleep on duty and is overpowered. 02 OT / 02 RT
Markel: Original Text: A short, broad-shouldered man. He is involved in counterfeiting and dreams of using the money to gamble on horse races. In his earlier days, he was an exceptionally skilled engraver, capable of creating printing plates that produce counterfeit bills almost indistinguishable from the real thing. He is eventually sentenced to many years in prison. Revised Text: A man working as a guard at Elekton’s new, top-secret industrial facility near Turner’s Mill outside Bayport. Through his job, he and his brother and partner, Mr. Docker, gain access to the old Turner Mill, which they use as the secret headquarters for their counterfeiting operation. In their scheme, they exploit the unsuspecting Ken Blake, who unknowingly transports what he believes are legitimate work materials—but are actually counterfeit bills—to Victor Peters, who handles their distribution. Additionally, they earn extra money by granting Paul Blum, a completely different criminal with entirely separate motives, access to the Elekton factory. 03 OT / 03 RT

Morley, Harold: An actor belonging to the Hamlin's company and their Shakespeare troupe. He is a short, plump man with a deep voice who performs at the Crescent Theatre during the events of 'The Tower Treasure'. He wears red wigs when playing Launcelot Gobbo in 'The Merchant of Venice', but the wigs are stolen by 'Red' Jackley. 01 OT / 01 RT
Moss, Mr.: The owner of a store on Main Street in Bayport that sells all sorts of goods—from footballs and boxing gloves to cake pans. Moss is a chubby and friendly man who knows the Hardy Boys well. 03 OT
Muster, Pat: An old acquaintance of the boys at the Bayport Police Department. 04 RT
Norton: A superintendent at the school in Bayport. He is bald and wears a brown wig. He always wears shoes with buckles, belongs to the Elks Lodge, and his favorite author is Charles Dickens. Fenton Hardy uses him as an example to his sons on how one can gather details about a person through careful observation. 01 OT
Parker, Lieutenant: The duty officer at the Coast Guard’s Bayport station. He’s well acquainted with the Hardy boys. 04 RT
Pete: A member of Baldy Turk’s gang. He’s holding Biff and Chet captive on Blacksnake Island. 04 OT
Peter, Cousin: Aunt Gertrude’s (and clearly also Fenton’s) cousin, who—according to Gertrude—was involved in a boating accident. Fortunately for him, it happened only a few feet from shore. 04 OT
Peters, Victor: A man involved in the gang running the counterfeiting operation in Bayport. While his partners, Mr. Markel and Mr. Docker, are behind the forgery, Peters is the one who circulates the counterfeit bills. He becomes easily frustrated when he learns that the others have been collaborating with saboteurs, thereby attracting the FBI's attention. As everything begins to unravel, he tries to make a run for it but is caught by the police just as he attempts his escape. 03 RT
Pollitt, Felix: A revised version of Felix Polucca. An elderly man who lived alone in the Pollitt house until he was found dead in his home a month ago. After his death, his nephew, Felix Snattman, has used his house as a base for his smuggling operation. Pollitt was not a good man himself, and he treated his nephew and his nephew’s mother poorly whenever they visited. 02 RT
Polucca, Felix: An odd fellow who lived in the house on the cliff before he was murdered in his own home by his cousin, Ganny Snackley, two years ago. One morning, rumors spread through town that the old man had been found dead in the kitchen of the house, his body riddled with bullets. No one knew much about him, as he didn’t like visitors. Polucca always kept a couple of vicious dogs outside, so no one dared approach unless they’d been invited. People believed he was a miser; everyone said Polucca had a lot of money, but not a single cent was found after his death. Fenton Hardy eventually discovers that it was Snackley who killed Polucca—after Polucca himself had prepared the house to be used for smuggling. 02 OT
Pops: A member of Ben and Fritz Stark’s bank robbing gang, who participates in robbing a bank in Bayport and kidnaps Chet and Biff, believing them to be the Hardy boys. Pops guards the kidnapped boys on Hermit Island, holding them hostage when the police arrive, but is overpowered by Frank and Joe. Before this, he knocks out Hank Sutton in Shantytown after a conflict between Sutton and the gang. 04 RT
Pretzel Pete: An informant who works for Fenton Hardy down at the Bayport docks, while also selling pretzels. He plays a particularly important role when Mr. Hardy is investigating stolen goods from ships that are suspected of being smuggled into Bayport. He has a comical appearance, wearing a white cotton suit with a very loose-fitting coat. Around his neck, he wears a red silk handkerchief embroidered with anchors. 02 RT
Red: One of the criminals in Felix Snattman’s smuggling gang. He is among those who pretend to be living at Pollitt’s place when the boys visit the house with their friends. 02 RT
Reed, Mr.: The owner of a shop in downtown Bayport that sells scientific equipment. He sells a microscope to Chet Morton and, in the process, receives counterfeit money. 03 RT
Roberts, Officer: An old friend of the Hardy boys, a constable in the Bayport police. 03 RT
Robinson, Chief: An officer in the Coast Guard. 02 RT
Robinson, Henry: He works as a caretaker for Hurd Applegate and is the father of Perry, one of the Hardy boys’ closest friends. He is a kind and pleasant man, whom the boys consider the very image of honesty. Robinson lives with his family in a private wing of the Tower Mansion, where gardening and flower care are among his favorite hobbies. He is accused by Applegate of having stolen the tower treasure and is arrested. Although he is released fairly quickly, the family is forced to move out of the mansion. They relocate to a cheap apartment on the outskirts of town, in the poorest neighborhood in the city. After 'Red' Jackley confesses to the theft without revealing the treasure’s location, Robinson is arrested again—this time accused of collaborating with Jackley and hiding the treasure elsewhere. In the end, he is proven innocent, and the family is vindicated and allowed to move back into the Tower Mansion. 01 OT / 01 RT

Rocco: A simple and naive Italian who sells fruit near Bayport's police station. He falls for every tall tale he hears and is easily agitated — as most Italians are. Chet Morton places a "bomb" in his fruit stand, which causes Chief Collig and Detective Smuff to be delayed in catching the train they need to take to interrogate 'Red' Jackley. The "bomb" is actually just an alarm clock. In the revised edition, he has a rivalry with Smuff, who believes he charges too much for his fruit. He is married to Rosa. 01 OT / 01 RT
Rocco, Rosa: The wife of the fruit vendor Rocco. She is concerned that her husband works too much. 01 RT
Ryder, Captain: A captain in the state police. He takes part in the arrest of Felix Snattman and his gang at the Pollitt place. 02 RT
Sanderson, Sally: A girl that Biff Hooper plans to go dating with. There’s little indication that there will be any more dates after the first one. 02 RT
Schwartz, Mr.: The owner of a costume shop in Bayport. He sells some wigs but primarily rents them out. 01 RT
Schuster, Melvin: A former student of Bayport High School, who has now moved far away with his family. Therefore, he has sold his car, an old jalopy that resembles Chet Morton's stolen car, but it is a different color. 01 RT
Shaw, Pollie: Callie Shaw's cousin, with whom Callie also resides. Pollie is the proprietor of a beauty parlor in the city. She’s not a wealthy woman, but she manages to do quite well financially. 03 OT
Singh, Ali: An East Indian deckhand who works aboard the ship Marco Polo and is involved in smuggling. 02 RT
Smith, Mrs.: A middle-aged, friendly woman who has Ken Blake staying with her for the summer at her farm near the Elekton facilities. She is an old acquaintance of his parents. 03 RT
Snackley, Ganny: A notorious criminal involved in smuggling. He is one of the leaders of a smuggling ring that deals in opium and other narcotics from the Orient, and is considered the king of all drug smugglers along the Atlantic coast. Before he began operating on the Barmet Bay, he was based along the New England coast. He is tall and powerfully built, with sunburned, weather-beaten skin and a thin, cruel mouth. He resembles a sailor. He kidnaps Fenton Hardy, tries to starve him, and plans to send both him and his sons to China—ideally to die before they even get there. He also attempts to kill Jones, even after realizing the game is up. Hardy discovers that Snackley once murdered his own cousin, Felix Polucca. He ends up in the electric chair. 02 OT
Snattman, Felix: A revised version of Ganny Snackley. A notorious criminal who has been involved in several smuggling operations. He served a lengthy prison sentence, and after his release, he disappeared. Fenton Hardy suspects that Snattman is involved in smuggling on the Barmet Bay, and this turns out to be true. Snattman uses his uncle Felix Pollitt’s old house as the base for his operation, gaining access to the bay through secret tunnels that run from the house on the cliff down to the sea. He threatens to kill Fenton Hardy when the detective gets close to uncovering the gang, but the Hardy boys and their friends, in cooperation with the Coast Guard, manage to overpower the entire gang. When he is arrested, Snattman expresses admiration for Fenton Hardy and promises to use the remainder of his uncle’s fortune to transform the house into an orphanage for boys. 02 RT
Stark, Ben: A dark-skinned man from San Francisco with slicked-back hair who rents the Black Cat from William Caine. Along with Pops, he nearly collides with the Sleuth in Barmet Bay. Together with his brother Fritz, he leads the local branch of a gang of bank robbers who have been terrorizing the country, and they rob the bank in Bayport. Later, he captures Frank and Joe at Mr. French’s store, but is overpowered by Fenton Hardy and the police and thrown into custody. It is he and his brother’s gang who have kidnapped Chet and Biff, mistakenly believing them to be the Hardy boys, and are holding them captive on Hermit Island. 04 RT
Stark, Fritz: Ben Stark’s brother. Together with his brother, he leads the local branch of a gang of bank robbers who have been terrorizing the country, and they rob the bank in Bayport. Fritz is involved in renting the Black Cat, but he isn’t present when his brother and Pops nearly crash into the Sleuth. It is he and his brother’s gang who kidnap Chet and Biff, mistakenly believing them to be the Hardy boys, and hold them captive on Hermit Island. When the police finally arrive on the island, he and Pops are holding the two boys hostage but are overpowered by Frank and Joe. 04 RT
Stummer, Carl: A tall, lanky farmer with sloping shoulders, a drooping mustache, and a sagging chin, who lives within a Sunday out-distance of Bayport. He sells berries to Mrs. Hardy, who buys them from him to make jam. "How he managed to chew a straw and smoke a pipe perpetually at the same time was always a fascinating mystery, but he could do it and always seemed to derive a great deal of satisfaction from the feat, stopping only to change the straw or fill the pipe at intervals. Some people had been known to have seen him without the straw and some had seen him without the pipe, but no one had ever seen him without one or the other. Chet Morton always stated it as a grave fact that Carl Stummer slept with his pipe in his mouth and a supply of fresh straws constantly by his bedside and that he changed them in his sleep." Stummer is not one to be optimistic about things; if he says the prospects for the fall are poor, you can bet the berries will turn out quite well. If he describes the outlook as "fair to middlin'," you can expect an exceptionally good harvest. 03 OT
Sutton, Hank: A tough character who lives in Shantytown and attacks Frank and Joe when they snoop around outside his shack. He’s stopped by Alf Lundborg, whom he swears revenge on and accuses of stealing a valuable radio transmitter. Later, the boys find him bloodied, battered, and unconscious in his own shack in Shantytown. It turns out he was knocked out by Pops, because he had made life difficult for the gang of bank robbers which Sutton had been loosely cooperating with. 04 RT
Thompson: A seaman under Lieutenant Parker at the Coast Guard’s Bayport station. 04 RT
Turk, Baldy: One of the cleverest and most daring bank robbers in the country, whom Fenton Hardy has been pursuing for almost a year. He’s earned his nickname because he's as bald as an egg. He has a new alias every week, but so far as the police are concerned he's known as Baldy Turk. He’s a dangerous gunman, and both he and his accomplices would shoot Hardy at the first opportunity. He and his gang robbed a bank in New Jersey about a month ago, which put Hardy on their trail. During the robbery, they made off with $10,000. He escapes to Chicago, where he eventually is captured by Fenton Hardy. 04 OT

Yates: A slight, dark-haired young man who is rescued by Frank and Joe after being shot while in a boat in Barmet Bay. He is taken to Bill Kane’s nearby farm, where the elderly couple nurses him back to health. The next day, he is kidnapped by Ganny Snackley’s gang, and Snackley is about to kill him when Fenton Hardy intervenes. He was once a member of the gang, but turned against Snackley and threatened to go to the police when he didn’t receive his share of the smuggling money. He goes by the name Jones when the Hardy boys rescue him in the bay. 02 OT
